Caltrans is organized by districts throughout the state, each corresponding to one or more counties. OC is District 12.
OCBC is working with staff at various levels to help the agency live up to its stated doctrine of Complete Streets, as expressed in its own Deputy Directive 64. Complete Streets is a lofty but worthwhile goal: streets designed for people using all modes, not just cars. It’s a goal no car-centric agency like Caltrans can achieve without public monitoring and input.
In a January 16 meeting with Deputy Directors Ryan Chamberlain (Planning), James Pheiro (Operations & Maintenance), and Branch Chief Lan Zhou, OCBC Executive Director Pete van Nuys, Board Member Brian DeSousa, and California Association of Bicycle Organizations VP, Dan Gutierrez laid the foundation for improving bicycle integration on and across state highways. Specifically, interchanges like the 73 Tollway at Newport Coast, which took the life of cyclist Dan Crain will be listed for improved signs and striping. These and other engineering treatments should make motorists more aware of bicyclists on the roadways, make cyclists more visible, and make the interchanges easier for bicyclists to navigate.
