- OCTA Once the county’s bus agency, the Orange County Transportation Authority is charged with coordinating the transportation planning between cities, monitoring the county network of Arterial Highways in and through those cities, approving city funding requests for state and federal transportation grants, applying state and federal transportation policies within the county, and oh, yes… running the buses.
OCTA is also a major partner in the Southern California Regional Rail Authority, a.k.a. Metrolink.
